What Blair Compass MRF Intelligence is
Blair Compass MRF Intelligence is a private-beta, non-PHI rate intelligence tool that helps contracting leaders, executives, and analysts explore payer-published machine-readable file data. It shows negotiated-rate landscapes by payer, source, and service code, then lets users drill into the billing entities behind those rates.
What it never does
- It never ingests PHI.
- It never ingests patient data.
- It never ingests claims data.
- It never invents billing-entity names or amounts.
What MRF data is
MRFs publish payer-published negotiated rate amounts for in-network billing entities, identified by TIN, NPI, and/or provider_group_id. They are not claims, not paid amounts, and not patient out-of-pocket costs.
Why source scope matters
A single MRF may cover one narrow network, one state filing, or a broad commercial book of business. Blair Compass labels each source's breadth so you do not treat a narrow validated sample as broad market truth. Source breadth is shown on every Rate Explorer source card and in every Rate Landscape Report.
Data caveats you should know
- Rates are payer-published negotiated amounts, not patient cost.
- Billing entities may be identified by TIN, NPI, or provider group rather than common business name.
- Saved aliases are user/organization labels and are not payer-verified.
- Source scope matters: narrow validated samples are not broad market data.
- Zero-dollar rates are excluded from default business-facing stats. They remain in audit/detail views.
- Bundling, capitation, percent-of-billed, and similar non-FFS rate types are surfaced explicitly and excluded from default fee-for-service summaries.
Private beta access
Blair Compass is currently in a private beta. The host operator configures BLAIR_AUTH_ENABLED, BLAIR_ADMIN_USER, BLAIR_ADMIN_PASSWORD, BLAIR_ANALYST_USER, and BLAIR_ANALYST_PASSWORD environment variables to gate admin pages and data imports. When auth is disabled (local development), the app shows a "Local dev mode - auth disabled" badge in the sidebar and top banner so the unsigned state is never silent.
